On 1 April 2011 new legislation in the form of changes to the Codes of Good Practice took effect that stipulates that only entities accredited either by SANAS or by the IRBA may issue a BEE Certificate. This makes any BEE Certificate issued by non accredited entities not only illegal but also invalid and therefore worthless.

A SANAS logo or a SANAS accreditation number will be displayed somewhere on the web site along with a statement to that effect.

The agency offers certification at all 3 levels of B-BBEE - Exempted Micro Enterprise (EME – annual turnover below R5.0 million), Qualifying Small Enterprise (QSE – annual turnover of between R5.0 and R35.0 million) and Generic (annual above R35.0 million).

It indicates the advantage that your client will gain by doing business with your enterprise versus other suppliers in the same field. The better you score, the more can be gained by your client from doing business with you. A Level 1 is the highest score and Level 8 the lowest.

Your BEE Certificate is mainly used by the procurement department of your client as it will contribute towards their BEE scorecard during their verification process. If your BEE Certificate was issued by a non-accredited facility, no verification agency will include the amounts purchased from your enterprise in the procurement calculations.

For Generic Enterprises, Preferential Procurement is measured out of 20 points:

From all suppliers (including the following 3) – 12 points

From EME’s and QSE’s – 3 points

From 50% Black owned enterprises – 3 points

From 30% Black female owned enterprises – 2 points

For example, if your company is an EME that has 70% Black shareholding of which 35% is held by a Black female shareholder, your procurement will count towards all 4 scores.
